IMPLEMENTASI PROGRAM URBAN FARMING SEBAGAI UPAYA PEMENUHAN KEBUTUHAN PANGAN PADA MASA PANDEMI COVID-19

Jeruk Village that lies in Lakarsantri District Surabaya City is one of villages that implements the urban farming program during the Covid-19 pandemic time. This research aims to describe the implementation of urban farming program as an effort to fulfill food needs during the Covid-19 pandemic time in Jeruk Village Lakarsantri District Surabaya City. This research uses Van Meter and Van Horn’s model of policy implementation to describe the implementation of urban farming program. Method of this research is descriptive method combined with qualitative approach. Based on the method, this research qualitatively describes the implementation of urban farming program. Results of this research show that (1) the clear policy objectives and standards of the urban farming program have been stipulated; (2) the policy resources such as human, financial and time resources have been fully implemented; (3) the characteristics of implementers have been optimally implemented; (4) the qualified interorganizational relationships have been implemented but not optimal in proper, accurate and consistent communication; (5) the political, social and economic conditions have been implemented but not optimal in political environment; (6) the dispositions of implementers have been implemented but not optimal in understanding and deepening aspects, namely there are still people who do not understand and master the urban farming program.
