This research aims to analyze the influence of civil servant presence information system on civil servant discipline. Method of this research is associative method combined with quantitative approach to test hypothesis. Hypothesis of this research is that the effectiveness of civil servant presence information system positively and significantly influences on the civil servant discipline. Results of this research indicate: (1) correlation coefficient 0.918 meaning positive and strongest effect, (2) determination coefficient 84.3% meaning effectiveness of civil servant presence information system as a factor that determines civil servant discipline, (3) linear regression meaning that every 1 score increase of the effectiveness of civil servant presence information system can increase 1.351 score of the civil servant discipline, and (4) t-test meaning that value of t 17.79 is bigger than value of t (α=10%, 2-tailed, dof=74-2) 1.671, therefore alternative hypothesis is accepted. This research generally concludes the positive and strongest influence of the effectiveness of civil servant presence information system on the civil servant discipline. The formation of the Task Force for Accelerating the Handling of Covid-19 is a concrete policy of the Indonesian Government to respond the problem. The Task Force in carrying out its duties has certainly faced various obstacles, challenges and problems. One of them can be related to the arrangement of various organizational dimensions of the Task Force in several laws and regulations. The aim of this research is to describe the organizational dimensions of the Task Force. This research uses descriptive method combined with the juridical-normative approach where the laws and regulations arranging the Task Force can be viewed as public policy. Result of this research shows that the Task Force is an ad hoc organization as an operating core of the government policy in handling Covid-19. The Covid-19 pandemic has impacted on the growing numbers of poor people. The government has conducted various efforts to overcome the poverty. One of efforts of the government is cash social assistance program (BST program). The purpose of this research is to evaluate the BST program policy in Tambaksari District, Surabaya City. The program evaluation uses William N. Dunn’s citeria of policy evaluation. Method of this research uses descriptive qualitative method. Data of this research are collected by interview, observation, documentation and literature study. Based on the criteria of policy evaluation, results of this research indicate that the BST program: (1) is less effective because of less correct target of the program, less entire socialization of the program to people, and the absence of correction to the monitoring results of the program; (2) is efficient because of the correct time for distributing the assistance; (3) is only restrictedly useful because of unsufficient assistance fund to the next time of distribution; (4) is still unequally distributed because of still being unfully-assisted poor people as a consequence of using old data; (5) is less satisfactory for poor people because the number of assistance is not in accordance with the growing prices of the needs; (6) is correctly useful at least for helping to fulfill the needs of poor people.</p> 2021-10-15T00:00:00+00:00 Hak Cipta (c) 2021 JURNAL GOVERNANSI https://ojs.unida.ac.id/JGS/article/view/4593 IMPLEMENTASI KEBIJAKAN TENTANG PEDOMAN HIDUP ISLAMI WARGA MUHAMMADIYAH 2021-10-01T03:51:01+00:00 Abdul Hadi Ahad Amri Yusuf ahad@ummi.ac.id Erry Sunarya errysoen@gmail.com Ike Rachmawati ike_rachmawati1@yahoo.com <p>The Muhammadiyah Citizens’ Islamic Living Guidelines (PHIWM) have not been thoroughly implemented especially for the educational personnels of Sukabumi Muhammadiyah University. One of indications is, there are still education personnel who do not heed the values contained in PHIWM, especially related to managing business charities such as in the last two years there are still delays in entering work and complaints about the performance of education personnel. This research aims to qualitatively describe the policy implementation on PHIWM for the educational personnels of Sukabumi Muhammadiyah University. Results of this research indicate that the objectives of PHIWM implementation to shape the individual and collective behaviors of all Muhammadiyah members who show a good example have not been fully implemented, especially for the educational personnels of Sukabumi Muhammadiyah University. Nevertheless, there are some activities that can show a good standard of behavioral example as an effort to realize PHIWM objectives. This research aims to describe the implementation of urban farming program as an effort to fulfill food needs during the Covid-19 pandemic time in Jeruk Village Lakarsantri District Surabaya City. This research uses Van Meter and Van Horn’s model of policy implementation to describe the implementation of urban farming program. Method of this research is descriptive method combined with qualitative approach. Based on the method, this research qualitatively describes the implementation of urban farming program. Until 2019 there have been 398 minimarkets founded in Sidoarjo Regency. In addition to provide high investment to the regency, the increasing numbers of trade activities in the minimarket sector in Sidoarjo Regency will certainly have a negative impact on people who run micro small and medium enterprises and traditional markets. The Government of Sidoarjo Regency has issued a policy regarding minimarket arrangement as stipulated in Local Regulation No. 10/2019. The local regulation is made to improve the guidance and arrangement of minimarket businesses that increasingly develop and also becomes an effort to protect the existence of micro small and medium enterprises and traditional markets. The aim of this research is to describe the implementation of minimarket arrangement policy in Sidoarjo Regency. This research regarding the implementation of minimarket arrangement policy uses Edwards III’s model of policy implementation. Method of this research is descriptive method combined with qualitative approach. Results of this research generally indicate that the policy through the local regulation regarding the minimarket arrangement in Sidoarjo Regency has been implemented. Nevertheless, the policy implementation has not been optimal because of the occurrence of local regulation violations and the lack of staff availability as policy implementer, then impacted on the lack to control the violations. One of population documents for civil registration is birth certificate. This research aims to describe the performance of making birth certificate in Local Office of Population and Civil Registration of Bogor City. This research takes Agus Dwiyanto’s theory of performance including five dimensions, namely productivity, service quality, responsivity, responsibility and accountability. Method of this research is descriptive method combined with quantitative approach. Data collected by questionaires are counted by the formula of weight mean score to get mean score. Meanwhile, data collected by observation, interview and literature study are qualitatively described to deepen the discussion of performance of making birth certificate. Results of this research describe that the performance of making birth certificate in Local Office of Population and Civil Registration of Bogor City, measured from dimensions of productivity, service quality, responsivity, responsibility and accountability, indicate mean score 3.87 categorized as good. Nevertheless, this research finds the lack on the indicator of facility availability from dimension of service quality. This study aims to determine how the implementation of the revitalization policy of Bantar Gebang traditional market in Bekasi city. By referring to the theory of Van Metter Van Horn (Winarno: 142) which has dimensions of indicators of basic measures and policy objectives, policy sources, communication between organizations and implementing activities, characteristics of implementing agencies, economic, social and political conditions, executor tendencies. This research uses qualitative methods with data collection techniques: observation, interviews and literature study.
