Based on the perspective of evidence-based policy, the survey is conducted to obtain the evidences of two implementers of MBKM policy, namely provider (lecturer and administrative staff) and user (student). From provider’s perspective, results of the survey indicate the high level of provider’s involvement in implementing MBKM, starting from contribution to prepare MBKM through discussion/meeting/workshop to actively motivating students to participate in MBKM. The implementation of MBKM policy positively impacts on both student learning, improving student hard and soft skills, and improving lecturer capacity. From user’s perspective, results of the survey indicate student’s evaluation that the off-campus learning positively impacts on improving competence and widening perspective of student. The student also evaluates MBKM program in accordance with the need of graduate at future and the improvement of student soft skill. The main aim of MBKM Program is basically intended to give freedom for higher education institutions to be more autonomous, independent, less bureaucratic, and innovative in producing highly qualified graduates. To achieve the main aim, the implementation of MBKM Program includes eight learning activities, namely student exchange, internship/work practice, teaching assistant in the education unit, research, humanitarian project, entrepreneurship, independent study/project, and thematic field work. The Study Program of Public Administration has implemented two learning activities, namely student exchange and internship/work practice. Results of this research indicate that the implementation of MBKM Program impacts on some aspects, namely improvement of experiential learning to build hard and soft skills of students, fulfilment of learning achievement of graduate, and improvement of lecturer capacity. Therefore, the development of MSMEs still faces various constraints that need attention from various parties, especially the government, both central and local one. This research aims to find out the capacity of local government in empowering MSMEs during COVID-19 pandemic in Sukabumi City. The capacity of local government is based on three levels, namely system level, organizational/institutional level, and individual/human resource level. Method of this research is descriptive-qualitative method by maximizing primary and secondary data. Collection of primary data uses interview and observation, meanwhile secondary data are collected by documentation. The collected data are qualitatively described. Results of this research indicate that the capacity of local government based on system level, organizational/institutional level, and individual/human resource level is needed in empowering MSMEs during COVID-19 pandemic in Sukabumi City. The COVID-19 pandemic in Indonesia has caused the fears of declining the public trust on the government. This study aims to measure the level of public trust on the Government of Sidoarjo Regency in handling COVID-19 pandemic based on five policy dimensions that influence the public trust on the public institutions, namely responsiveness, reliability, integrity, openness, and fairness. This study uses a quantitative descriptive approach combined with a survey method design using questionnaires as research instrument. Samples of this study are taken from Y and Z generations. Sample sizes consist of 400 people based on the non-probability sampling drawn with a quota sampling technique. Data analysis uses the descriptive statistics by determining the central tendency. The Ministry of Social Affairs has implemented “sembako” program aimed at reducing the burden of the poor and vulnerable people in fulfilling some main food items. This research aims to describe the implementation of “sembako” program in Lebak Regency, Banten Province. This research regarding the implementation of “sembako” program is based on theory of policy implementation that emphasizes six dimensions, namely standards and objectives, resources, characteristics of implementing agencies, disposition of implementors, interorganizational commu-nication, and economic, social and political conditions. This research uses descriptive-qualitative method. Samples of this research are drawn on purposive and snowball sampling. The collection of data uses interview, observation, literature study, and documentation. The collected data are qualitatively described. Results of this research indicate that the implementation of “sembako” program in Lebak Regency, Banten Province, is not optimally conducted on dimensions of standards and objectives, resources, characteristics of implementing agencies, disposition of implementors, interorganizational communication, and economic, social and political conditions. Kind of consumed breakfast sausage is chicken breakfast sausage. This research aims to design the marketing policy of edible casing chicken breakfast sausage toward industry 4.0. Design of marketing policy is based on six key elements, namely purpose, product, obstacle, institution, marketing, and technology. Method of this research uses Interpretative Structural Modelling (ISM) supported by Software ISM Profesional 2.0. Results of this research indicate that the design of marketing policy of edible casing chicken breakfast sausage toward industry 4.0 is based on six following key elements. (1) Element of purpose emphasizes the fulfilment of marketing authorization requirement and halal certification. (2) Element of product emphasizes the labelled package in accordance with the marketing authorization and the impressively-labelled package. (3) Element of obstacle emphasizes the preparation of skilled human resource. (4) Element of institution emphasizes the National Agency of Drug and Food Control as authority that issues marketing authorization and the Ministry of Religion as authority that issues halal certification. (5) Element of marketing emphasizes the marketing system of online advertisement and the advertisement system of electronic media. The purpose of this research is to describe the collaborative governance in developing the special economic zone of Tanjung Lesung. The description of collaborative governance is based on collaborative governance model that emphasizes four dimensions, namely starting condition, institutional design, facilitative leadership, and collaboration process. Method of this research is descriptive-qualitative method. This research needs primary and secondary data. Primary data of this research are collected by in-depth interview and observation, and secondary data of this research are collected by documentation. The collected data, both primary and secondary, are qualitatively described. Results of this research indicate that the collaborative governance based on the dimensions of starting condition, institutional design, facilitative leadership, and collaboration process in developing the special economic zone of Tanjung Lesung is not optimally implemented yet. Service quality emphasizes dimensions of tangibles, reliability, responsiveness, assurance, and empathy. Community satisfaction uses dimensions of situational dan personal factors. Method of this research is correlational method combined with quantitative approach. Data of each variable are separately analyzed on Weigh Mean Score to obtain mean score. Quantitatively-analized data use Spearman Rank Correlation, t-test and Determination Coefficient. Results of this research indicate that (1) Service quality in distributing BLT-DD obtains score 4.46 categorized as very good. (2) Community satisfaction in distributing BLT-DD obtains score 4.28 categorized as very good. (3) Result of Spearman Rank Correlation obtains value 0.603, meaning that there is the strong relation of service quality to community satisfaction. Result of t-test indicates value of t 8.84 more than value of t-table (n=139) 1,977431, meaning that Ha is accepted, namely there is the relation of service quality to community satisfaction.
