The aim of the research is to analyze political intervention in the promotion of positions within the Central Kalimantan Provincial Government and to analyze the paradox of promotion to ASN positions in the Merit System within the Central Kalimantan Provincial Government. The research method uses a qualitative approach with case studies combined with grounded theory. This is in accordance with their duties and responsibilities as stipulated in Article 5 paragraph (1) and Article 13 of Law Number 2 of 2002 concerning the Indonesian National Police, which is a state instrument whose role is to provide protection, protection, and service to the public in the framework of maintaining security. The purposes of writing this research are: 1) To find out and analyze the Protection of the Family of the Brimob Corps Leaders by Brimob Personnel Associated with Perkap Number 4 of 2017 Concerning the Assignment of Polri Members Outside the Polri Organizational Structure and 2) To find out and analyze the obstacles and efforts which was carried out in the Implementation of Protection for the Family of the Brimob Corps Leaders by Brimob Personnel in Link with Perkap Number 4 of 2017 Concerning Assignment of Polri Members Outside the Polri Organizational Structure. The research method used is the normative juridical research method, namely, law is conceptualized as norms, rules, principles or dogmas. The conclusion of the study is that it is known that the protection of the Leadership Family is to protect the Leadership Family based on the Regulation of the Head of the State Police Number 4 of 2017 which is adjusted to the demands of the need for police services. The main objective of this article is to evaluate the effectiveness, efficiency, and user satisfaction with the health services provided at the Puskesmas. The research method used in this study involved collecting data through interviews, observation, and distributing questionnaires to users of health services at the Puskesmas. The collected data were analyzed descriptively to identify strengths and weaknesses in the public services provided. The results showed that the Puskesmas in Kuala District faced several challenges in providing optimal health services. Some of the obstacles identified included the lack of number and quality of human resources, limited medical facilities and equipment, and the slow response to community needs. However, health services at the Puskesmas also have advantages, such as active health promotion and disease prevention programs, as well as the availability of basic medicines free of charge. Based on the research results, this article provides recommendations for improving public services at the Kuala District Health Center. These recommendations include increasing the number and quality of human resources, improving medical facilities and equipment, increasing responsiveness to community needs, and increasing coordination between the Puskesmas and related agencies. The existence of problems that occur in the 3T area makes the Ministry of Education and Culture of the Republic of Indonesia seek to make innovations that aim to minimize the educational gap that exists in the 3T area by making learning video modules for the 3T area for universities in Indonesia. The purpose of this study is to find out, analyze and describe the learning video module program for the 3T area by using five innovation attributes according to Rogers, namely relative advantage, compatibility, complexity, triablity, and observability. The method used is using a qualitative method with a descriptive approach and using primary data from observations and secondary data from literature studies. The results of the study indicate that this learning video module program In the relative advantage attribute it is known that this program can provide convenience for students to access learning videos. In the compatibility attribute, it can be seen that this innovation has a novelty from the previous technology, where in this innovation, students can now access learning videos using tablets. In the complexity attribute, it can be seen that this program requires quite a lot of resources, be it human, time, material, and others. In the triability attribute, it can be seen that this program is very likely to be tried and seen from the many educational platforms similar to this program, this program is considered to be quite effective. The method used is normative research method, while the data used in this research is secondary data, where secondary data comes from laws, journals, reports and other library sources. The results of the study show that: the publication of the existence of the District Regulation No. 4 of 2014 before the issuance of Regional Regulation No. 1 of 2021 concerning Child-friendly Districts (KLA) was due to a delegation from regional regulations or other laws and regulations. And from a formal juridical point of view, this is stated in Law Number 23 of 2014 concerning Regional Government which states that the existence of a Perbup/Perkada is intended in the context of implementing a Perda or under the power of law. However, before the issuance of Law Number 23 of 2014, there were Perbup/Perkada which were formed without any delegation from Regional Regulations or other laws and regulations. As for the basis why the Perbup/Perkada can be made before the issuance of the Perda, is based on the provisions of Article 10 paragraph (2) of Law 32 of 2004 concerning Regional Government which states that "in carrying out government affairs, the regional authority as referred to in paragraph (1), the regional government shall carry out the widest possible autonomy to regulate and manage its own governmental affairs based on the principle of autonomy and co-administration." However, its management activities still need to be optimized, making it difficult for this tourist village to develop even though it has a lot of potentials to be designed. This research aims to determine how the management of Pancer Tourism Village development is carried out by the City of Serang Tourism, Youth and Sports Office, what obstacles affect the development process, and the solutions to overcome these obstacles. The method used in this study is a qualitative method with descriptive analysis to explore how the management and development of the Pancer Tourism village. Based on the study's results, the development management carried out by the City of Serang Tourism, Youth and Sports Office has yet to run optimally. It can be seen from the facilities in the Pancer Tourism Village, which are still inadequate, the waste condition for which a solution cannot be found, good coordination has not been established between the Disparpora and Tourism Village Managers, the role of Pokdarwis is not yet optimal in managing tourist villages, and Disparpora carries out no standardization of supervision.
